I initially posted this error on October 21st, 2015 in the Mobile Devices Microsoft Lumia and Nokia Lumia Software Update Other section. No sufficient answers were provided so I am posting here as well.

I can't roll back my devices from Win10 Mobile to Win8.1 using the Windows device Recovery Tool (WDRT.). WDRT fails at installing the WinUSB EXT drivers and provides the error in the image below. I have had this error on WDRT V3.0.1, and V3.1.4 I am not the only facing this issue, as a quick twitter search will reveal many others. I have not received any response from Windows Support, Windows Insider or Gabe (though he is understandably a busy individual).
This is what I have tried to resolve this issue: (none of these worked): - I have tried to install WDRT on 3 different PCs on 3 different networks and still have the same problem. I installed on PC using an account with Admin rights. I have uninstalled all WinUSB drivers (via Control Panel) and tried to manually install the WinUSB drivers. I turned off Driver Signature Enforcement. I was able to install WDRT V3.0.2, but it had to update to V3.1.4 and thus failed at WinUSB driver install. The log file below shows the WDRT attempts to download the WinUSB package but keeps error-ing out. I (along with other Insiders facing this issue) are at our wit's end.

The WindowsDeviceRecoveryToolInstaller.exe is actually just a wrapper that downloads & installs the exe & msi files but apparently it sometimes fails w a random msi causing the whole installation to fail. These packages can either be for MSI-based software applications or EXE-based software applications. Pre-Deployment Activities For ensuring a smooth and successful software deployment, Desktop Central provides the option to validate a set of conditions before a software installation/ uninstallation.
The pre-deployment activities include checking for previous software versions, running processes of dependant executables, free disk space etc. Upon validation of each of these conditions, you can decide on proceeding with or skipping the installation/ uninstallation. Scheduled Software Deployment Desktop Central allows administrators to schedule a software deployment to users and computers after a specified time. This is very useful in deploying the software after business hours to ensure users/computers are not affected due to this deployment. The network traffic will also be minimum at off hours. Visibility on Software Installation Status Desktop Central does not stop with just installing MSI/EXE software in the user machines; it also provides the status of the installation for the administrator to check whether the installation was successful in all the configured systems.
