Since it's not legal to distribute the fonts in a package itself I assume that you just have downloaded an installer for Debian that fetches and installs the fonts. That's why SuSE does not include those fonts on the Distro installation media. However SuSE offers them through a YAST online update just as other non GPL/binary only software e.g. NVIDIA Drivers. For SuSE: Option 1: You either go through YAST-Online Update and then select the package for installing the MS TT Core fonts. It's actually a shell script that is executed after the download.

As you can remember after you selected the MS fonts installer package in YOU you were asked to accept the MS EULA (End User License Agreement).

Since we have here SuSE Linux and not MS Win, we need a way to extract the fonts, which is done by cabextract. However cabextraxt does not care about any EULAs. If you, however install the Fonts the 'legal' way through YAST On-line update, then you'll be asked to accept the MS EULA and you are legally clean.
